Senator Tom Cotton is leading an effort to gut the Office of the Director of National Intelligence through his bill S.2202, the so-called “Intelligence Community Efficiency and Effectiveness Act of 2025.”
Don’t be fooled by the name. This bill would strip critical oversight powers from the ODNI and hand them back to agencies like the FBI and NSA, which have repeatedly proven they cannot police themselves.
This is not about efficiency. It’s a power grab designed to derail Director Tulsi Gabbard’s work to uncover what really happened during the Barack Obama years, when false intelligence narratives like Russia-gate were weaponized against President Donald J. Trump.
Cotton’s bill is a direct attack on the one office capable of bringing transparency and accountability to a deeply corrupt intelligence establishment.
At the exact moment Director Gabbard begins investigating key Obama-era officials like Clapper, John Brennan, and Rice, Cotton moves to kneecap her. This is no coincidence. His bill even rewrites job titles and chains of command to subtly but effectively insulate entrenched bureaucracies from oversight.
Cotton tries to sell this as a MAGA-friendly reform by tossing in a redundant DEI ban that Gabbard already implemented on day one. It’s political theater meant to bait conservatives while handing the deep state more control.
