It is a Congress-funded political instrument, created to carry out openly what U.S. intelligence agencies once did covertly. It operates with bipartisan protection, survives every election cycle, and is insulated from meaningful democratic oversight. While Americans are told elections determine policy, NED represents a parallel system of power—one funded by taxpayers, managed by elites from both parties, and accountable to neither.
